What happens when Guidelines do not address a special, individual case or interpretation doubts exist?

In such cases, the NCP may contact the OECD Investment Committee to request a clarification or more indications on the proper application of the Guidelines. Likewise, when one NCP or one of OECD consultative bodies deem that another NCP has interpreted a question wrongly, they can contact the OECD Investment Committee to clarify such interpretation doubt. In this case, the OECD Investment Committee may convene and hear any businesses involved in such specific question but shall not express any judgement about the behaviour of said businesses.
